Code Compliance Office

Code Compliance Officer

The Code Compliance Officer is primarily responsible for administering and enforcing the Town of Ennis
Municipal Code. Works cooperatively with residents, businesses, contractors, the Zoning Administrator,
Public Works Department, law enforcement, and the Town Attorney to achieve compliance.

The Code Compliance Officer's core responsibilities for the Town of Ennis are to:

  • Investigate Complaints: Responds to public inquiries and inspects reported violations, such as illegal
dumping, noise nuisances, overgrown weeds, unpermitted construction, and hazardous structures.
  • Conduct Field Inspections: Code Compliance Officer routinely patrols assigned areas to proactively
identify property maintenance, zoning, and land-use violations.
  • Educate the Community: Work with property owners, tenants, and businesses to explain municipal
codes and offer guidance on how to fix issues voluntarily.
  • Issuing Citations & Notices: Document evidence and issue official warnings, correction notices, or
    financial citations to unresolved violations.
  • Legal Follow-Through: Manages the case file for non-compliant owners, coordinates with other city

Frequently Asked Questions

Is code compliance meant to punish residents?

No. The primary goal is education and voluntary compliance, not punishment. Officers work with property owners to fix issues before taking legal action.

What are the most common code violations?

  • Noxious weeds
  • Failure to renew/apply for a business license
  • Failure to renew/apply for a dog license
  • Short-Term Rentals not licensed with the County or Town
  • Accumulation of solid waste, junk, or abandoned vehicles

How do I report a code violation?

You can submit a concern online via the town's complaint form or contact the code compliance office directly by phone or email.

What happens if I ignore the notice?

Failure to address a violation can result in formal citations, municipal court appearances, or fines. In some cases, the town may step in to correct the hazard (like mowing overgrown grass) and bill the property owner for the cost.
